Who regulates Letting Agents in Scotland?




Carpet Floors - the soft and comfortable side of living.

We rented a property through one very reputable National Letting Agency (it was our 1st property and wanted to be safe) but during the tenancy, the Landlord changed agency and went with another local independent agency. We were advised by letter by the 1st agency that our deposit was being transferred to the in dependant agency and they would hold it.
We never received any confirmation from the new agents or a new tenancy agreement to sign. The new agents do not have a copy of the inventory or original agreement either.
We have now left the property but they are refusing to hand back our deposit and have advised that they are making "deductions" to return the property to the original state. My main issues are:

1. They do not have a copy of the original inventory or copy of the cleaning issues (the form we signed agreeing to the marks/stains already present prior to our tenancy)
2. They are making extravagant unnecessary purchases - one was £10.25 for a lightbulb!
3. They are trying to bill us for a mark on the carpet that was there when we moved in.

Any help/advice would be greatly appreciated on the legal issues surrounding this?

Also, I'm more than happy to recommed the 1st company and name and shame the second.
