When can we start to withhold rent?

We have a serious leak from our over the bath shower, the tiles are coming off the back of the bath and water is pouring down the cracks and leaking under the bath, the bathroom floor and leaking into the landing under the carpet. The ceiling in the kitchen directly underneath is starting to bow and we reported this to our landlord about 3 months ago, he said he would get straight on it and speak to insurance. Well we find out 3 months later after hearing nothing from him that his insurance isnt going to pay for it and he cant afford it and has to save up, in the mean time we are living with water dripping through the ceiling and going through dozens of towels to soak up the water everywhere! He hasnt told us to stop using the shower or the bath and we cant anyway as we have a young baby (14 months) who obviously needs to take regular baths. What can we do? We cant go on like this. Its depressing as hell! Do we just have to wait for him to save up or is there something else we can do, shy of moving altogether
