The private house next door to me is unoccupied. About 18 month ago the central heating boiler burst, flooding the property throughout. Eventually the owner attended to this problem - removing the old boiler. However, since then nothing has been done to the property - ceilings are hanging down, there is mould growth, floors are rotting, etc. Unfortunately, the gardens are also 'minging' - very overgrown and unkempt. The front garden has pieces of carpet and laminate floor and the hedge is so overgrown you have to walk on the public road to get past! Unfortunately the Local Authority is crap and claim that they can't do a thing unless the property develops a structural problem and becomes a safety hazard (I'll wait for it to partially collapse then shall I?). They did say they would cut the hedge because it was blocking a public highway, but they haven't. According to them - if we do anything we are trespassing! I'm seriously nearing the end of my tether. I'd like to sell my property - but there's no way I can because it's bound to be down valued. Help and advise greatly appreciated!

Thanks everyone for your responses. I'm fed up of ringing the council and writing to them enclosing photos. I know that if you are a Landlord (with a tenant in occupation) you can be served a Housing Disrepair Notice - but it seems that there is no comeback when the house is unoccupied! I think the main problem is is that he was uninsured so can't afford to have the repair work done. Fortunately I haven't yet seem any evidence of rodents.
