My landlord is a nightmare what can I do?

I have lived in this flat for nearly 6 years. My landlord was fine for the first few years and anything that needed doing she would do, not always promptly but it would get done.

The problems started when I lost my job and had quite a long period of unemployment. She was receiving housing benefit so the rent WAS being paid but when a repair was needed she ignored it. For example, it took her over 2 1/2 years just to fix my intercom buzzer despite several reminders from me. I've been working again now for well over a year and obviously I pay my rent and on time but my landlord seems to treat me as a "second class tenant". There was quite a major leak in the bathroom a few months ago, I informed her straight away but she did nothing about it. I was literally walking in pools of water for weeks and weeks, I had to lay towels on the floor from the bathroom out into the hallway as we all know water gets everywhere. The place was stinking of damp. She only did something eventually when I sent her quite a surly text message reminding her of her responsibilities as landlord, she didn't like that and proceeded to call me up and scream and shout down the phone. The leak was repaired later that day. Now there is a mice infestation throughout the whole house, she knows about it and has so far only come round with cheap B&Q poison but it hasn't worked. I've told her something more substantial needs to be done about it but so far, nothing. I sent her a text over a week ago about the mice again and so far she hasn't even bothered to reply. Suffice to say she's always extremely prompt at collecting the rent.

I'm thinking of writing her a letter and informing her I will get rentokil in and they can invoice her for the costs or I will pay and will deduct the costs from the following months rent. Is this a good idea? She also promised to get the carpets in the flat cleaned professionally, that was 3 years ago and she's done nothing. I think she may be trying ot test my nerve and hopes I will just move out so she can do the place up and increase the rent she asks for from the next tenant. She used to phone me every month to ask when she could come for the rent but for the last couple of months I've had to phone her and ask when she's coming for it, when I first had to call her she said "oh I was just going to put it down as NOT PAID"
