My landlord has up to 8 weeks to give me my bond back, is this true?

I rented a property from a private landlord for 6 months, May 18th to Nov 18th 2010. The bond (security deposit) we paid was £550.

We asked our landlord if we could paint our daughters room pink, and he said this would not be a problem, coming to the end of our tenancy he said we would need to paint it back to its original colour (white). We did this for him and left the room white.

Some of the carpets had a few marks on, I remember some of them were there from before we moved in but some were our doing, so as to not have further issues we hired a professional carpet cleaner to clean the carpets, they looked better than they had when we first moved in!

Confident there would be no issues in regards to getting the bond back we handed over the keys. The landlord had a check around the property at this stage and said everything seemed okay but he would need a few days to have a proper check around before giving us our bond back.

After a week we heard nothing and tried to contact him, eventually he sent me a text message stating to bear with him as he had up to 8 weeks to give us our bond back, and that he had noticed so far that the bedroom we had painted back white would need re-doing (for what reason I do not know) and also there was a stain on the carpet at the bottom of the stairs (something I do not recall but even if there was a stain our cleaner would have surely removed it).

I have quite a bit of experience in privately renting and I have reason to believe this landlord did not do what he was supposed to with our bond (ie put it into a special account that is authorised by the government and designed for this type of thing). He simply does not have the money to give us back so is trying to worm out of it all together. He would ignore us if we tried to contact him if we had any problems, and even when we moved in there were not even smoke alarms in the property, with a young child in the house this is essential, and it is illegal to let a property out without them! We had to do this ourselves.

What I want to know is what are my rights here? I have never had to wait 8 weeks to get a bond back, and it says nothing like this on the tenancy agreement we originally signed.
