Legal question about anti-vandal paint?

Hello
I wonder if anyone can give me some legal advice. My next-door neighbour has today painted anti-vandal or anti-climb paint on his wall and on some of the party wall dividing our property.

Our cat has climbed on to the wall and got covered in the paint and has brought it into our house, it is all over the carpet and two matching settees and work surfaces. I called to ask my neighbour why he has done this and he informed me he had permission from the police. I have been looking on the internet at a site called protecting your property, this site says my neighbour should have signs in place warning of such paint and also he might be in breach of the Occupiers Liability Act, but I am not sure if this is in relation to my pets.

I have contacted my vet to enquire how to get it off the cat, the advice worked but it stressed the cat out in the process. My furniture and carpets are ruined and I need advice on how I can claim for the cleaning or if they cannot be cleaned, for the replacement cost.
