Laying a wood floor OVER a carpet - would that prevent excessive noise?

Carpet Floors - the soft and comfortable side of living.

My husband INSISTED on laying carpet throughout our flat despite the fact that we have two children. Now the carpet is in a terrible state and my terms of my tenancy have now changed and now prohibit the laying of wooden/laminate flooring.

I want to lay a wood floor, but am concerned about the neighbours being disturbed. I also think my tenancy agreement prohibits me from laying a wood floor, however i believe that is more to do with preventing excessive noise than anything else.

ANyway hubby believes that we could lay a wood floor or laminate flooring over the carpet. He feels it wouldn's pose much of a problem, and would be great insulation against cold and noise.

Is this true? Would this stifle the noise, bearing in mind my children are aged 3 years and 11 months.

Also is it even possible to lay flooring over carpet? Wouldn't the carpet be too thick and bulky and create an uneven floor?

Your thoughts please - including your thoughts on whether the council could take action against us, even though there may be NO noise from the flooring.
