Is it the landlord's responsibility to replace a worn, infested carpet?

When I moved in the landlord mentioned the carpet had seen better days, soon after moving in our pets had to be treated for fleas and mites. I cleaned the house top to bottom with bug killer but the same thing has happened over and over again til I got someone in to do it professionally and he said the carpet was infested and too worn to get an effective treatment. Now, our pets were bug free before moving in and regularly groomed and the carpet is so far gone there's no way it could have been from them so should my landlord have to replace the carpet?
When I viewed the place I thought it just needed a good clean, a few good cleans later and there was no improvement though. It was him that got it infested, we found out from neighbours that he'd had the same carpet for 10 years so like a few have said there's no harm is asking if I approach it properly! I was just hoping it was his obligation.
