The flat is only 2 years old and i believe there must be some sort of structural problem with the flooring, when i walk on my carpeted floors i can also hear creaking sounds like old floor boards so the below floor must hear me walking around, is there anything i can do legally as block is still under NHBC scheme and management company is not interested? Who do i go to, any help would be fantastic, I live in Cardiff, thanks
