Have you ever had a bad experience at an animal shelter?

I have had many bad experiences at an animal shelter/rescue and would be curious to know if anybody else had. I have a few bad experience`s but I will just tell you one of them. This was not really me it was my friend but I was helping her adopt.
Okay so my friend was looking for a dog and I told her we could go to our local animal shelter (there is quite a few in my area) and when we got there we went to look at the dogs. The pens were clean though. Then we saw Mo a Spitz mix and my friend fell in love with her. My friends parents filled out a form and the shelter said they would get back to her. The next day they said she could come down to the shelter. So we went back to the shelter and we was waiting for about an hour then they said she couldn't adopt Mo. The reason for that was they would be leaving Mo for a few hours daily in the garage and she would be sleeping there. But my friends parents explained that the garage is well built and is very clean with a carpet and light. They don`t keep their car there or anything only their washing machine and tumble dryer and is has heating in it for cold nights and a fan on the ceiling for hot nights or days. The garage is like a little home it was insulated and everything. The dogs would have water available in the garage 24/7 and a comfy bed, Crate and interactive toys as well as chew toys. But that is the only time Mo would be in the garage the rest of the time she would be in the house and they have a fenced in yard too. The garage is well locked too and has an alarm so nobody could break in. They already have a dog another Spitz who sleeps in the garage and stays there when they go out and she is very happy. But the shelter refused. They never even carried out a home check too see the garage. Eventually the shelter refused to talk to us. My friend and her family was very annoyed. Mo would get put down eventually and a loving home is being offered for her and they was refusing. My friend and her family kept on at the shelter for months. Then they told my friend and her family they could not adopt a dog from them within the next 5 years. So my friend could not be bothered with the hassle of another shelter that will refuse them so went to a breeder and got another Spitz instead. Which I think is very sad because there is so many dogs in need of a home and that shelter and many others make it impossible to adopt then they wonder why so many dogs are in the shelter. Mo eventually was not there. I think she was destroyed but we can hope a nice family adopted her.
Okay so has anybody had a bad experience at a shelter before? I think a lot of people go for breeders because shelters like that make it impossible to adopt. What`s your thoughts?

Thanks for replying. They never stalked the shelter just every now and again rung up the shelter and asked about it. They was going to allow them to adopt until the garage was mentioned. The dogs are very well taken care of and exercised. I understand what your saying though. The shelter wasn`t very helpful though. They saw her dog and vet records of that dog and they knew it was very well taken care of and they only left the dogs alone for a about 3 days a week for 2 or so hours and if it was very bad weather the dogs slept inside the house.
Oh yes I understand totally turning down owners if the dog will be left alone all day.
