Concrete floor smells of mould.?

I bought my new build ground floor flat approximately three years ago. Two years ago it developed mould around the skirting and on the walls. A builder stated that it was due to condensation and a lack of ventilation. I bought a dehumidifier and cleaned the mould and it hasn't returned. However the musty smell remained in my carpet and when I lifted it up the other day found that it had been layed with no underlay, so believe this was a factor. I've chucked the carpet away however a slightly musty smell remains on the bare concrete . I'm now going to lay laminate with a damp proof membrame combi underlay but want to make sure I have no more problems. Shall I paint or seal the concrete, advice please. Thanks
Thanks for the answers. qpr26 two builders have confirmed that the moisture is definetly down to condensation and not damp. There are no signs of damp or mould on the concrete. The NHBC have told me if the mould is down to condensation then I don't have a leg to stand on as all ventilation requirments have been met by the housebuilders and they just adviced me to open my windows more. I'm not getting large amounts of mould as before I just want to get rid of the smell from the concrete from the previous infestation and also prevent it from coming back.
