I live in a six-in-a-block stair, middle flat. The flat above me was sold and the new owner give it a complete renovation. The flats are concrete walls and flooring with 10mm of fibreboard and 20mm of a brittle tar like substance poured over the flooring with the skirting placed over and above this level. This level provides an effective sealed soundproofing. Every flat in the stair has this original flooring and remains untouched since built i the 60's.
The flat above has all this ripped out during renovation and has not been replaced with anything other than underlay and carpet. I now hear every toilet flush, microwave ping and toddlers footstep out of that flat made my the new tenent, not to mention being able to clearly identify what tv channel they are watching. Has the owner broken any building standard regs and what can be done legally to sort this problem? (Scots Law preffered)
