Back of house keeps flooding and landlord won't do any thing about it. What can I do?

I have been living in the house I am living in for several years and have 3 children. Right back from when We first moved in every time it rained hard the drain at back of house could not cope and the rain water would bubble back out of drain and as the ground out side slops towards the back door all the rain water runs down towards the back door and pours in to back of house and floods the back of house and bathroom. At first it wasn't so bad and only happened some times if it rained really really heavily. But over time it has got worse and worse. I have complained to the agency who we rent though many times and they keep contacting the landlord but he refuses to do any thing about it. He won't believe us and says we must be over flowing the bath or some thing and if there is any damage we will be responsible. I have taken photos of the flooding and the water pouring in the back door and the drain but still he refuses to do any thing. After a year of asking he finally removed the carpet in the bathroom which was ruined from the flooding and put lino flooring down. But still has done nothing to stop the flooding. And again tonight I have been up most of the night as the back of house and bathroom have flooded again, so have been mopping up the water and clearing up. I have 3 young children aged 6 years, 3 1/2 years and 9 months. It isn't hygienic living in a house that keep flooding. The bathroom has alot of mildew and mould.now. which I have tried to clean but still keeps coming back. Im concerned for my children's health. Is there any thing I can do, Do I have any rights. Can a land lord really allow tenants to live in a house that continually floods. I would move house. But there is just nothing else available where I live at the moment an I can't really move to another area as my husband works where we live and both my older children are in school where we live. We do you get sand bags from would this help if we line sand bags along bottom of back door. What else can we do.
